Its a mercarb on a 5.7 mercrusier ski engine, it used to diesel last year and this year I have to set the idle high (1600-1800 rpms) or the boat will die one the drive is engaged.

The "diesel" is caused by pre-ignition. You more than likley have more wrong than carb problems. That 2 barrel is a pretty dependable carb.

Yeah it doesn't diesel this year, just has problems idleing. Also to start it you need to pump the throttle once or twice other wise it will just turn over without starting. Once it is running and in gear it runs fine. But a couple of times it has just died on me out of nowhere, but if you pump the gas it will start right back up.

Call Boulder City Marine 293-5838. Talk to Frank. They do good work for me when I specify just what I want done. They always call before doing expensive things, and then if necessary, they go with you to the lake to test under load. If they don't know how to do something, they will let you know rather then just charge you.
I don't know what you think is reasonable, but they are $85 an hour for labor and based on what you are talking about you are probably looking at a couple hours of labor, a carb clean (agreed with Sandman it does not sound like the carb), diagnose other parts problems, then parts. Think $255 + some parts and hope the parts are only the inexpensive ones.

Check your ignition disconnect for shifting. Sounds like it might be sticking and all you need is a little grease and adjustment.

The "diesel" problem a lot of times is caused by the floats sticking open which keeps dumping fuel into the engine. Shifting into gear with an engine that is borderline flooded can kill the engine. Pumping it probably helps because your accelarator pump is bad also and is not giving it the additional fuel it needs when you mash the throttle. When you restart it does it smoke and run rough for a moment? When you come off idle and try to get on plane does it stumble for a second or two? I'd rebuild or replace the carb.
