Just guessing here but I think it must be a series of glass windows to look through to see the level or a section of clear fuel line connected at the top and the bottom of the fuel tank. The gas level in the line will be same as the level in the tank. Sometimes over time these lines can get discolored and you can't see through them anymore. Hope that helps.

I had a Kachina jetboat that had fiberglass side tanks. Each tank had a 1/2" line running top to bottom that was more or less translucent. You could see the gas level there if it wasn't too bright out. I had siade panels made for the tanks and they just left a little slot to check fuel.
