Anyone know what the best adhesive material is for attaching marine plywood to the underside of the fiberglass swim deck? Â*My existing ply is delaminating and I want to replace it. Â*Should I resin coat the ply first then use the same resin to bond the ply to the deck?

I am not sure about the using the resin to adhearing the wood to the glass. I would encapsulate the wood before you attach it.
Henry does make a water resistant/proof adhesive for wet locations. I dont think that you would want to have it completly under water, but I have used it for boat items before and it held well. It was carpet and trailer bunks. Also I think it is 3M that makes something called 5200 that is supposed to be real good.
Are you good with aluminum?? You could use metal backing plates and GOOD stainless bolts to thru bolt it. Be sure that if you do that, coat the bolts with something so the 2 metals do not touch. Mow-RH is right...make sure you encapsulate it before you adhere it to your swim step. When you encapsulate it make sure you have drilled all the holes in it first so that the holes will not be a source for water to soak the wood....just drill the holes a little bigger than the bolt.
